See also Jouon-Muraoka section 129 p. He does liken Gen 1:1
to Hosea 1:2 and others. He says that a clause, whether
verbal or nominal may be taken as a unit to be a
substantive. I don't think he caught thwe fact that all the
verbal clauses he cites are contructed with qatal forms,
which I think are especially well-suited for this type of
construct.
