perl isn't in the iso_root, it is a 40MB package, 27 MB being
the /usr/lib/perl* directory alone.

If we throw away the size limit then everything can be in the iso_root and
CROSS_INSTALL can even be used to compile the packages to the native ARCH, no
caches needed.
But while we are trying to stick to the size limit I think adding useful
spells/caches for install more important than adding bloated packages, that
not everyone uses, to iso_root. Once again, discuss it and I will be happy to
support the majority's wishes
