Helmets can be required by several agencies. There may be a state or local
regulation requiring protection when on a public road as in New York and for
bicyclists in Pennsylvania. Federal safety regulations (OSHA) may apply,
requiring helmets on the highway and during certain activities.

Our unit requires protective headgear, proper footwear and dress for the
weather. We strongly suggest protective eyewear. No two riders ride the
same and are comfortable being in the saddle for long periods in a rigid
uniform specification given the variance in mounts, terrain, training, and
weather. Given that riders are looking at the ground for clues rather than
ahead for obstacles head protection is prudent and reduces injuries. It is
also prudent to replace damaged headgear as needed.

Pennsylvania is not an OSHA state which means that government employees (and
that includes emergency response volunteers) are exempt from OSHA
requirements. It does not give you the right to be stupid. Insurance
companies are risk averse but cannot require you to exceed local statute or
good sense. They can raise your premiums however. Unfortunately, most MSAR
don't see the workman's compensation costs to their parent agency or they
represent such a small portion of the experience rating that risk managers
don't hang around SAR missions.
