PA now allows bikers who have 2 or more years experience, a motorcycle safety class and are over 21 to not wear helmets on the road.  This has resulted in reducing the number of dumb bikers substantially as the one’s who don’t wear helmets usually die in the wreck.

 

As to riding in a helmet—the rules cover competition and to some extent search where you are not looking where you are riding but somewhere else and trusting the horse to find footing.  The same applies to police patrol riders—they are looking for bad guys not where to put the horse’s feet, and on some very treacherous surfaces.

The reason most sanctioning bodies require helmets in competition is injuries.  Bad head injuries will get the various events cancelled and then no more money and fewer horses sold.  If eventing could figure out a way for fences to fall down as easily as stadium jumping there would be no controversy over injured horses.
