I am surprised it took Mississippi so long—PA 4-H has had a helmet on the grounds rule for several years, not just when mounted. I do not believe there is a sanctioning body that permits other than approved safety headgear, with the possible exception of dressage where the stiff top hat is still allowed for the work on the flat.

Why is it not fair? Every participant wears an approved helmet, gets to keep their brain intact, and saves potentially catastrophic health consequences. People without helmets don’t get an advantage, they don’t get to hurt themselves or the sport.

Ask the cross country eventers about what happens every time somebody or a horse gets hurt over timber obstacles, helmets, chest protectors, jump boots, and even break away jumps not withstanding.
