As I said this will be discussed for decades. It was well known that near
miss by a Cat 3 would flood New Orleans. They had table topped it last year.
Even so there is no reason for allowing people to drown because the school
district held their buses -- most of which are now under water. The track of
the storm provided ample warning and the Navy/Marine assets are on
ships-ships which can go up the supertanker deep channel to New Orleans or
any other Gulf Coast city. Army Combat Engineers can replace bridges under
fire in hours so why will it take months to gain road access to Gulf cities
whose causeways are damaged? Baileys and pontoons still work.
In an emergency or a pending emergency you have to think outside the box. Or
you can go looking for fire hydrant with 2-3 feet of water around your
apparatus. Nor was there an excuse for losing communications because the
batteries on police portables died without chargers.

The first rule of command is change the plan when it doesn't work the first
time, not five days later.

As to sheltering with only the clothes on their back-- it is lot easier to
shelter without baggage than with baggage. Nothing to get stolen.
