For those not familiar with EMAC (Emergency Management Assistance Compact) this is essentially Mutual Aid between states. However, EMAC hasn't evolved nationwide yet. CA and Hawaii are not yet members of EMAC. So responders in those states are likely limited to deploying only at the request of FEMA, or as a volunteer through an organization like Red Cross.

All should also deploy only as coordinated by their local and state management. Coordination means local resources aren't over-depleted and have problems responding to local incidents.

While there will be pre-planning, don't anticipate any actual deployment until public safety has been restored. At this time only military are actively deployed.

WASHINGTON, DC (August 29, 2005) -- Michael D. Brown, Under Secretary of
Homeland Security for Emergency Preparedness and Response and head of the
Federal Emergency Management Agency (FEMA), today urged all fire and
emergency services departments not to respond to counties and states
affected by Hurricane Katrina without being requested and lawfully
dispatched by state and local authorities under mutual aid agreements and
the Emergency Management Assistance Compact.
