FEMA stated for the press that 25 USAR Teams had been activated, 40 DMATs,
FEMA satcom units,
and numerous aviation (helicopter) assets, and every fish warden in Texas
with a boat. This seems to be all the non-military resources in the USA. The
problem is they are being activated now, not 5-10 days prior to the storm.
Military resources announced as being activated include all "spare" USCG
aircraft (eg: CG Cape May needs 2 HH65's to cover emergencies locally, the
3rd or backup went to New Orleans), two Marine amphibious groups (USS Bataan
and USS Iwo Jima), one hospital ship (USNS Comfort), and 10K Guard personnel
from other states. On the electricity front up to 600 linemen and trucks
from SE PA will go when the area is secured under a private utility mutual
aid pact. They will be paid OT, and extreme hazard pay.
FEMA also asked for 1000 career firefighters to apply for jobs doing
"handholding" for victims who cannot call in their claims to a FEMA call
center. These are also paid positions.

As of this time DART is not considered an emergency service and according to
CNN people are told
to abandon their pets when boarding the buses for Houston in New Orleans.
People are dieing for lack of water or being shot at for trying to leave
town. Triage is necessary in this case.
