The US cavalry used to extract wounded soldiers on horses or
mules, in a litter built on top of a pack saddle. I have
seen photos of this, but cannot recall where. The center of
gravity is relatively high, so there would be constraints on
the terrain in which this could be used safely. But this
could easily be adapted to carry a dog (one willing to be
restrained). The smaller the dog, the more latitude you
have wrt packing arrangements.

I have also read that in the early French royal court it was
fashionable to hunt wildlife with cheetahs. The cheetahs were
transported to the hunt on horseback, sitting on a platform in
back of the rider's saddle.
