Rigging some kind of sling between the pack saddle forks would provide
weight distribution.

What's the potential to create a "behind the saddle" padded area that
includes some sides on it, rather like a soft box? Hmmm. For the smaller
dogs, how about the "child riding behind the saddle" market - something like
the Buddy Seat or maybe a modified Rumble Seat?

You'd need to get creative about how and where the rider's gear is packed,
but it might work for day searches when gear can be more limited.
