Hermetic - vacuum sealing - is permitted for products which are eligible
for hot fill: that is, for acidified products, where the pH is less
than 4.6. Anything else requires a water bath (I think the temp has to
be 230 degrees for 20 min., but I'm not sure).

Nonetheless, your local health dept. cannot regulate canned products
which are to be considered "shelf stable". (Bread is not a canned
product, and, of course, they can regulate that.) These products are
regulated by the FDA - and you must be certified in order to offer them
for sale.

Again the best source of information is the FDA's Center for Food Safety
and Nutrition web site - http://www.cfsan.fda.gov.

Beware. Offering regulated products for sale for which you are not
certified - or inspected - to produce can land you a hefty fine, or
worse. Causing someone an illness may subject you to all kinds of
liability, including their medical costs, and, should they, um, buy the
farm, their heirs may be entitled to yours.

The basic message: read the info on the site, get certified if you are
making regulated products, and follow the record-keeping and cleanliness
rules. I wouldn't do it any other way -
