The cable companies do this all the time. They run their cables & fiber
on municipal or utility-owned poles. And given the General Assembly's
giveaway of the franchise process last year, the cable companies don't
even have to ask. They just declare a franchise and do what they want.

Which presents possible avenue for the cooperative Magnus proposes!
