Have you guys thought of asking the city or county officials in your area how it might be done? It could be that one of them will meet with you and knows of just how to do it legally and might even be connected to a source of funding.

Run fiber without any easements or right-of-way agreements with the
city/county? I kinda doubt that'll ever happen on a scale larger than
a neighborhood, and then only if the developer initially planning the
neighborhood was behind it. Am I wrong?

You don't think there's any radio-based technology that would work?
