this is not a question of licensing. you cant licenses

It was just an example, a 'metaphor' if you wish
let me give you another example: I have a piece of content and I am
happy for anyone to use it without asking permission under cc terms ,
except for websites that sell weapons and pornography.

because I do not require anyone to ask permission, except for (say)
the two examples above

- I am perfectly free to change the criteria (and have my cc) or to
suggest that the licenses do actually consider adding new criteria for
future revisions
