Works with Zoho Viewer (Office, OpenOffice, RTF, PDF, HTML, CSV,
and you can request other formats). Upload files from your computer or
specify the online URL. A way to view online PDF files without the long
download (with a long wait to access Zoho by dialup instead).

Zoho displays text (first) and inline images, in a file no smaller than the pdf. Saving as html produces a pdf/html hybrid which is huger than the pdf.

http://access.adobe.com/access does free online conversion from a URL (or email them your file). 1MB pdf with images converted to plain text in 12 sec (format correct and more readable than gmail or pdftotext) and html without images in 33 sec (one formatting error such that two lines of a section header overwrote each other, but correct tables, alignment, bold, fonts), with links to the images but no images (Opera was set to show images). 6K text, 65K html without images.

Both require javascript.

The adobe page loads quickly and it converts quickly. No login but you need to explain each time why you are not using their Reader instead.

I found numerous PDF shrinking programs but they only attack the images (JPEG 2000) not the extraneous garbage.
