It turns out there is one difference between TIS-620 and ISO-8859-11, though nothing that can't be worked around. 8859-11 defines 0xA0 as the non-breaking space. TIS-620 does not, leaving this code point undefined.
Also interesting, 8859-11 is the only ISO set I've seen that does not define 80-9F as the C1 controls. It leaves them undefined, probably for compatibility with TIS-620.
