How would an external program export a variable back to udev-space to be used
with NAME=? I'm still a bit skeptical, but interested.

While we can of course work on that option and switch to using it later, I've
just submitted an edit to udev to test. It's a script which binds network
device MAC addresses to their currently assigned interface names. It's of
course optional and defaults to n. It's not the most elegant solution, but it
works.
