Well, obviously that isn't true from what I pasted, I thought I had built
this box that way.

Anyway, I did cast -r ncurses to rebuild 5.4 with UTF, then cast -c bash,
then scribe update (to get the 5.5 ncurses spell), then cast ncurses... and
that all worked fine the first time, oddly enough. Apparently the problem
I was having with tic getting compiled didn't affect the UTF version.
