so that sorcery could do the work in a consistent manner?

We have a standardized place to put them: $GRIMOIRE/accounts and
$GRIMOIRE/groups. The reason the DETAILS idea is bad is for the same
reason we put them into a 'central' location in the first place:
collisions. In the 'before' time of having a central location spells
were using whatever IDs the author's system said were available
whether or not a spell the author didn't have installed used it. With
our current method a spell that needs an ID just increments the last
available ID in $GRIMOIRE/accounts and/or $GRIMOIRE/groups and they
have a forever non-conflicting ID (given that the admin doesn't play
around outside of the system < 500 < admin ID 'standard' and that we
don't get more than 500 packages that need an ID).
