recasting init.d after the initial install and before a reboot is a sure way to hose the whole thing.
the init.d conversion checks for the existence of /devices as a dir and asks you if you want to convert the scripts to use /dev.
one part of the shutdown and reboot scripting (tshutdown and smgl_cleanup) is to remove this dir and symlink /dev to /devices. If you recast init.d before the reboot then it still finds that dir and defaults to /devices again and the whole thing gets hosed, the scripts and spells you have just cast can get mv-ed to /etc/init.d.backup and the whole thing starts from scratch. the files like /etc/inittab proper list /dev as the devfs mount point but /etc/sysconfig/devices will show /devices which will also cause a problem.
It really isn't necessary to do anything repeatedly and the only user input is to edit lilo.conf or rebuild kernel to mount devfs on boot if you have chosen to use /dev
