First: How the heck do you edit text with ed? It looks to me like a more
advanced version of the "How to get back to the console" game named vi;-)
Second: FHS does not just say "ed may be optionally instaled to /bin", it
says "if ed is installed, there _must_ be the binary or at least a symlink to
ed in /bin".

I feel this issue if a system default EDITOR related to

It seems to be desirable to have some kind of usable editor for system files
in the / fs in case admin has to recover from a situation where /usr is
unavailable.
The definition of usable depends on the admin ... and he kindof answers that
when choosing an TEXT-EDITOR as dependency of basesystem.
Apart from the question who owns the EDITOR env variable, shouldn't we make
an effort to also install the chosen TEXT-EDITOR to /bin ?
At least nano wouldn't be a problem, since it only links to libc and ncurses.
