We *want* them to check for updates, them doing reasonable updates means
fewer complaints and support questions. We shouldn't do things that scare
them away from checking for updates.

Not every real issue is a security problem. Often enough we discover
critical problems in some init.d script that is of the "hasn't bit everyone
yet but will eventually" variety, for example.
