I think that was what Mollison intended for the name of his movement:
perma(nent) (agri)culture.

If you set the course of your life to follow permaculture in full, living
it in the fullest sense of its meaning, participating in the global
permaculture movement, had no independent source of income and decided to
engage in some form of agriculture to support yourself on a permanent
basis, i.e. in local market gardening, market farming or artisanal food
production or non food production one might expect
broad-based support from your fellow permaculturists. You live the
permaculture life to the fullest extent possible, on all fronts and you
derive your livelihood from growing and selling produce locally, in your
local foodshed, another farmer or market gardener in the fertile crescent
that surrounds the urban area nearest you. You farm permaculturally, your
gardening or farming is thoroughly integrated with
the permaculture design you create for your operation, build and sustain.

If this could happen successfully for thousands of farmers then it might be
possible to scale the permaculture design aspects appropriate for larger
and larger farming operations. Initial success for small scale agriculture
could generate interest in the large farming community.
And so it could go. Think positive. Look at the excellent work Sepp Holzer
has done.
