Since the need is to cover up the soon-to-be-condemned crumbling foundation ASAP with greenery and to provide a substrate for inevitable urination this summer,

Trumpet Vine, Campsis Radicans, has beautiful red or yellow blooms.
Mix with Honeysuckle, Lonicera Japonica for fragrance. It grows very fast
and will attach itself to the wall with holdfasts thus covering it almost
completely. It can climb 30 feet easily. It or honeysuckle could tolerate
unlimited amounts of urine. Management could offer extra happy hours for
meeting growth quotas.
