Exactly! Though I'd say they need to have the *behavior* of facilitating
action. There is no shortage of those high up in heirarchies who espouse
that *vision*, but their actions belie their rhetoric.

I have had a "manager" a time or two who really did live that role to
facilitate action. Sure is nice when it happens!
