Why not just do it now?

Because I am super busy at the moment and want to get this up on the website
asap. I will do it as soon as I can. I also welcome help from anyone who
would like to do it (and Johns, you seem very clear about this).

But yes, I will finish breaking it up as soon as I can...

Why not just do it now? There's enough for both in what currently
appears under "vision," but it's all mixed together and not clear what
our vision actually is.

Looks to me like the last paragraph is mostly vision statement material.
There might be another couple of sentences from earlier paragraphs
that would also fit...again, as a guiding chunk of text the vision is
the "doing" of PIW.

The rest is definitions and explantions related to the project (and thus
to the mission and vision). This would IMO be the "more general
intro/background" you mention.
