Okay, as a former city person... it is straw not hay. Straw is a better
insulator and Around here it is $3 a bale versus $10 a bale. A bale of
straw weighs maybe 40 pounds, a bale of hay weighs 80 give or take. (18" by
14" by 48")Hay is feed. Straw is bedding.

Get the hay on 'em now! Although some kinds are sturdy against such cold,
depending to some extent on what rootstock they stand on. Don't take
chances.
