David,
I've lost four trees to these same symptoms in my orchard. All are on dwarf rootstock, and I was able to salvage the scion of two by quickly cutting back to just above the suckers.
I have no clue although I'm treating it like fireblight to be on the safe side.
Please let me know if you get a conclusive identification.
