My experiences are aliened with Richard's. Very few species can be successfully grafted with buds that have begun active growth and the terminal buds even less. I don't even like to use buds that have had bud chuck split.
More experienced grafters have always said not to graft terminal buds. I have tried a few persimmon terminal buds and most were unsuccessful.
