I had always thought that water by giving off heat when it freezes, would protect. The problem we experienced in the freeze of 2007 April was that we turned on the irrigation to protect our blueberries but the temp. went so low (into the teens) that the ice was hanging from the bushes and the sprinklers stopped because of ice accumulation. What surprised me was that the branches froze back - it wasn't just bud damage, but sometimes 6-10 in. of branch was killed. This made me wonder if water is only good up to a certain temp. and then it may do more harm than good. It seems to have in our blueberries. The bushes with the least water (ice) were the least damaged.

Bud tissue freezes a degree or two below the freezing point of water
because of the sugars and other organics in the buds. A coating of
ice would hold the bud temp at 32 F for some time when the air temp
goes below 32 F. This does protect buds as I saw when I lived in
Michigan.

Yes, I know that. What I remember reading though is that water
already
frozen on the tree when the low temps hit, somehow protects the buds.
Since
the water would be already frozen, they wouldn't give off any heat,
but
still, it offers some protection. Don't know why though.

Freezing water does protect buds. When water freezes the water
molecules stop moving and release energy (as heat) when the water
molecules connect together to form ice.
