I have a book written in Russian on cuts to influence tree growth. Donna suggested using a cut above branches you wish to enhance development.
In the book he wrote to use a half moon cut over the branch that is maybe 50% longer than the branch union is wide. The cut should be about 1/2 inch wide at the center then remove the moon cut down to the wood. This blocks the flow of nutrients upward and forces it into the branch. Likewise if you wish to reduce development of a branch place the cut below the limb diverting nutrients around it.
I wrote this up and was published about 15 years ago complete with drawings. Here are the drawings. Can't find the article right now.
Figure 4 & 5 are for other purposes.
