Wow, yes it sure would!  The shorter types like Cameo are so droopy that you can't reach under them to weed or pick fruit.  The only problem besides imcompatibility itself would be if your rootstock decided to put out some upright branches (the way the stocks of weeping cherries do sometimes) it would be a hell of a job to reach them through the thorns of the scion.    Donna
