EM - 13 is listed as doing well on heavy soils and high water table.  It is listed as intolerant of dry soil conditions.  I have used it as a rootstock to graft a dwarfing interstem such as P-22 to create wet soil tolerant trees.  This information is from Dwarfed Fruit Trees by Harold B Tukey.
