There could be several reasons for not getting flowers or fruit on Heritage red raspberries.
Heritage sometimes flowers and fruits rather late, especially if it didn’t get sufficient winter chill. Heritage needs approximately 750 chill hours; red raspberries as a whole need anywhere from 600 to over 1500 as a group. Too warm a winter could cause your problem.
Also, while raspberries benefit from some supplemental nitrogen, too much nitrogen could cause vegetative growth at the expense of flowering and fruiting.
Finally, if the plants were pruned or ‘tipped’ during the growing season, that could delay flowering long enough so that you would get a frost before the plants could flower. Hope this helps.
