Mark,
This is the info I found in Beach's Apples of New York (Volume 1):
Originated by George Peffer, of Pewaukee, Wisconsin, by crossing varieties Duchess of Oldenburg [named after Oldenberg of St. Petersberg, Russia descent?] and Northern Spy. It was first brought to the attention of fruit growers about 1870.

There is much more here about the tree, its fruit, and article citations up to 1905.
One of the citations is to the American Pomological Society Catalog (36th catalog, perhaps?)
Another is to Barry, P. The Fruit Garden. New York, 1851. Revised Ed., 1883.
Andre Leroy of Angers, France was a pomologist who could have easily emmigrated to or visited the Maine/Canadian area to work on fruits. I found citation to his 'Dictionnaire de Pomologie . 6 tomes' in numerous places. I know that the Rockerfellers hired a horticulturist to work in the pre-Acadia National Park area; perhaps Leroy is the one!

attendees saw my NAFEX t shirt and ask me what it was all about. She then
went on to tell me about this apple growing at her place. The tree is very,
very old and on its last leg. Some pomological type of fellow keyed the

out there shed some light on this variety. I couldnt tell her a thing.
Also, I know there are several Nafexers up in Maine. She is wanting to
propagate this tree since it may not be long for this world. Is there any
one up there that might be willing to graft this for her. If so I will send

The apple tree info for the trees here at our place on Mt. Desert is:

George Peffer, Pewaukee, Wis.

That is all I have and most of these notations mean very little to me.
