Not trying to stir up a bee's nest, but decisions should be based on correct information.

A quick search on the net found Adobe Acrobat (which includes Distiller) selling for $200 both for Mac or for PC. & there are of course shareware programs that will do the same thing for $15-$30... As for needing hardware I cant imagine what your speaking of. I make pdfs constantly from a whole variety of programs including photoshop, quark, indesign, word, illustrator & all you need is a computer. & the only time it takes is waiting while it processes, assuming your original documents are in a page layout program or a word processor. A document the size of Pomona would take 5-20 minutes depending on the speed of the processor.

To play devil's advocate...

I have also heard that NAFEX has large financial resources that are not
being used.

The arguments just go back and forth. This will not be settled here,
and never to everyone's satisfaction.
