There are several disease that are bloodborne and spread by an insect vector—EIA is one that also requires quarantine.  In many cases the  exposed

horse may develop anti-bodies but the disease.  Unless the authorities are willing to test for the virus, not the anti-bodies, every horse ends up being destroyed.

On its own EIA has about a 30% fatality rate, exposure detected by a positive anti-body test (Coggins) equals 100% fatality rate.  

 

If a barn is quarantined around here, a very rare occurrence, we don’t put locks on, just signs.  Nobody would want to keep a horse in a locked barn where the horses won’t be paid for by the insurance company unless it burns, too much temptation for some owners and barn fires are too common.
