Irv, can you provide a source supporting your statement (below) on a recent
EMAC "law" change?

EMAC is designed to legally resolve interstate response issues on protocol
differences, reimbursement, workers compensation, licensure and liability
issues, etc. Requests for resources are at the state to state level. The
change in EMAC you describe sounds more like MOU/MOA inter-agency
requirements, or perhaps a change / new law within PA at the state level
more specific to intrastate mutual aid.

I hadn't heard of this change in EMAC you mentioned. So I asked a friend who
is a state level response coordinator and very familiar with EMAC and using
EMAC resources. He also is not aware of any EMAC change such as you
describe.
