Doug,

Could your agency lease the horses from their owners? You would need a
contract that spells out rights and responsibilities. Eg, in event of
an emergency call out, does the employee's work start when they get the
call, when they load the horse into the trailer, or when they arrive at
incident base? Does delivering the horse to incident base fall under
services provided as part of the lease, or is it part of the agency's
use of the leased horse? You might look at rural route postal service
delivery as a model: how are privately owned mail delivery vehicles
accounted for? Another possible model is privately owned school buses.

Please keep us informed what you work out, Doug. Although most MSAR
responders are non-paid volunteers, many do operate under the command
of a public safety department and the department may have employees
who would like to participate in MSAR.
