Why not just generate a tone over the radio channel and let that take care
of everything? If the tone is sent every 15 minutes the crews will be
awakened and make their every 15 minute check-in / sit-rep as well.
Many portables have a significant audio output and the tone would be
uniform, exactly timed since the radio propagation delay is minimal, etc.
(By the way the county CAD has a 20 minute timer to alert the
telecommunicator on fire calls as most air bottles run out in 20 minutes or
less but all it does is flash on the screen due to radio traffic concerns.)
