If you are covered by FED OSHA or state OSHA you have to have a safety
officer. The National Fire Academy has developed at least two courses for
local delivery through state training organizations-- Incident Safety
Officer (ISO) and Health and Safety Officer (HSO). There are train the
trainers for these as well. Most of the ISO course revolves around what is
safety and how to recognize unsafe fire ground operations. The biggest
problem is knowing when to say stop and then doing it. HSO is designed to
provide guidance to creating a long term health and safety program for
non-incident days.
The position of safety officer is formalized in both NIMS and ICS as a staff
position reporting directly to the IC, although in reality it is often used
as input to the ops or planning sections as well.
