Info on the NAIS
 
According to their website the NAIS animal tagging program is voluntary?  Since I microchip my valuable dogs (to prove my ownership and increase recovery prospects if lost or stolen), I'm not grasping why anyone would object to microchipping their horse? Dogs can also be tattooed, as can horses. I've actually considered microchipping my horses, as in Illinois we have had some nighttime pasture thefts of horses where the thieves were loading animals and taking them to the slaughter houses to be sold as "lbs. on the hoof".  The thieves plan was to earn money on stolen horses, and not get caught with the goods later standing in their pasture.
 
I actually know of a lady who was considering buying a prize Border Collie for breeding, a dog worth several thousand dollars.  She brought the dog home from the breeder's premises to try working the dog at her place with the breeder's permission.  The dog escaped a kennel, and went down to the neighbors, as a "lost" dog.  Their search efforts to find the dog immediately after it's loss were not successful.  Eventually they did spot the dog down at the neighbors, who had since "adopted" the lost dog, then neutered it since it was a stray, and the breeder could not reclaim the dog as his since the dog was not microchipped and he had no proof of ownership.  Nice dog, sad story, it was all preventable.
 
From the NAIS website - Premises registration and animal tracing are additional voluntary components of NAIS.
Depending on your situation, you may choose to participate in animal identification, the second component of the voluntary NAIS.  Animal identification, whether individual or group/lot, provides producers and owners like you with a uniform numbering system for their animals to help manage them more closely.
The individual animal identification number (AIN) is unique and stays with the animal for its lifetime. This number links the animal to its birthplace or premises of origin; when combined with animal tracing, the AIN also links the animal to each premises/location that has been reported for it.
Animal identification offers a valuable tool for producers and owners whose animals enter commercial production or move to locations where they come into contact with animals from multiple/other premises. In these situations, there is an increased potential for the animals to be exposed to or impact the spread of disease.
If you choose to identify your animals for the NAIS, there are two potential options:
    Individual Identification
    Individual identification is a good option for many situations. Any animal can be identified individually if you prefer. The method of identification varies by species.
    Group/Lot Identification
    Group/Lot identification is best suited for animals that "stay together" and are raised as one group, and travel through the production chain that way. When animals "stay together," individual identification of each animal in the group is not necessary because it would not enhance disease response efforts.
In addition to protecting animal health, you can use animal identification as a valuable tool for other, "non-NAIS" purposes - such as animal management, genetic improvement, and marketing opportunities. When used in conjunction with other NAIS components, animal identification can also help protect your access to markets. If a disease event occurs, and your animals are not linked to any affected premises or areas, you could use animal identification numbers and movement records (included in the third NAIS component) to demonstrate that your animals are disease free.
Animal identification (AIN) devices provide you with nationally unique numbers for your animals. Individual animal ID devices are now available for several species. The States and private industry are continuing to work on animal identification so that it will eventually be an option for all species. Click here for more information on acceptable devices.
Your Information is Protected.
Federal law protects individuals' private information and confidential business information from disclosure. Producers may choose whether to submit their information to a privately - held or State-held database. Animal health officials will only request access to animal identification records in the case of a disease event, such as an outbreak of avian influenza or brucellosis.

The issue, besides tracking every movement, is that horses are the only
animal that has to be individually identified by RFID or chip devices
implanted by a vet. Cows get ear tags (which fall off regularly) and flock
animals like chickens, sheep get no individual ID at all. If the NAIS is to
track a sick animal back to its source, it can't do it by identifying where
the animal came from because it won't know. The ear tag will surely be gone
by the time the cow is butchered and internally examined. And sheep
regularly test positive for anthrax in their wool.

It is a system without a design or a requirement that can be designed for.

Together with several other groups, we will be sponsoring a rally in Austin
on Friday, March 2. The Texas Legislature will be considering bills to
address both the National Animal Identification System and the Trans-Texas
Corridor, and our elected officials need to hear from the people! A parade of
tractors, horses, and people will drive, ride, and walk up Congress Avenue to the
Capitol. There will be speakers on the steps of the Capitol. See below for
more information about the speakers and logistics.

the people on foot will remain there. Tractors and livestock will turn right
on 11th Street and go to Red River, and the go down Red River back to the
staging area. People will then be bused and shuttled back to the Capitol steps.
We need volunteers to watch the animals back at the staging area from
2:30-5:30. Please let us know if you are willing to help.
Other Parking: If you plan to join us for the rally on the steps, please
come early to make sure you get parking near the Capitol. Here's a map of the

Lobbying: While you?re in Austin, go talk to your legislator in person. We?

your own sign, as long as it has no profanity. All signs should have slogans
focused on the topics of the rally: NAIS and the TTC.

HERE here!! While the language I would like to use on this subject is publishable on ANY family list, the thoughts of millions of backyarders, from equestrians, to backyard chicken coops, to dog owners and many others WILL NEVER COME TO SURFACE AND IT WILL BE TOO LATE and there in lies the rub. IF WE DO NOT SPEAK OUT, our hands and freedoms will become tied.

Many have only seen the surface scratches and fail to see the real meat of the matter.

When they can tag every beast that moves from the largest to the smallest form including that of the wind which BTW can carry disease to anyones farm, then AND only then will such a ludicrus, wasteful mode of BUREUCRATIC government spending work. It is insane to think that there is enough enforcement to support such a ridiculous program especially when quite a few of us live in areas that vetrinarians are at a severe shortage. If you investigate the major supporters of this program, it is the companies like
MONSANTO, TYSON and others. AND GUESS WHAT FOLKS, THOSE ARE THE ONES WHO WILL GET RICHER ON THIS PROGRAM in their efforts to monopolize their businesses

It is one thing to regulate county fairs and racing and shows, however a different thing to
infringe on people who raise thier own food or share a property where they ride or to just take a leisure ride down the road on any given day.

MY VOTE, if there ever was to be such a thing.. would be ABSOLUTELY NO. But then this is an issue that may not be ours to vote on.. It is one of those in your face programs
that sqwueek in.

As for VOLUNTARY...I am a voulunteer MSAR
who will VOLUNTARILY go help in a search...

Since when does VOLUNTARY all of a sudden become a mandatory thing...only in the DEPARMENT OF AG....ONCE you volunteer, you sucomb to the terror of being MANDATORY. AND IF YOU ARE NOT INVLOVED IN THE DEPARTMENT OF AGRICULTURE YOU HAVE NO CLUE AS TO WHAT I AM SAYING HERE.

There for, as a volunteer MSAR, I will resign from my "commission" to help those in desperation and need and will no longer offer my time, my animal, my resources, my skills, my personal kindnesses, etc should a program such NAIS become a reality. It prohibits my freedoms as a PRIVATE UNITED STATES CITIZEN. It is census -ship (Yes, I said CENSUS-ship, not censor) to which voilates privacy and it causes undue hardships in its enforcements there of. And yes, it is censorship, too, when we cannot voice our true opinions of such programs be we volunteers or persons involved in another capacity.

LASTLY, WE ARE IN THE MINORITY WHEN IT COMES TO THOSE OF US WHO OWN AGRICULTURE ANIMALS, BE IT PIG, HORSE, SHEEP, EXOCTICS, BOVINE, ETC...... THIS ALONE IS A TERRIFYING THOUGHT AS PEOPLE WHO LITERALLY DO NOT KNOW WHERE THEIR FOOD COMES FROM AND WHAT THOSE OF US IN THE AGRICULTURAL SECTOR HAVE TO DO TO GET IT TO THEIR TABLE OR OUR OWN BE WE PRIVATE PRODUCERS or LARGER...

..THOSE NON-ANIMAL OWNERS WILL UNWITTINGLY SUPPORT THE NAIS OR ANY PROGRAM LIKE IT THINKING IT IS THE RIGHT THING TO DO. IT TRULY IS NOT A PROGRAM FOR EVERY SECTOR OF AGRICULTURE AND GEARED MORE TOWARDS BIG BUSINESS. IT IS ALSO WRONG TO THINK THAT IN THE INTERSTED OF SECURITY THAT SUCH A PROGRAM WILL WORK.

IT WILL FORCE NATIONALLY THE SMALL FARMERS, AND LIVESTOCK OWNERS OUT OF BUSINESS AND OWNERSHIP. IT IS ALREADY REAKING HAVOC IN THE EXPORT INDUSTRY AND THE SITUATION WILL ONLY WORSEN IF THE PROGRAM IS ALLOWED. IF YOU THINK THE COURTS ARE TIED UP NOW...WAIT. AND WAIT AND WAIT.

NAIS IS A FARCE. IT MAKES US PRISONERS ON OUR OWN FARMS AND IN OUR OWN HOMES. IT PENALIZES THE WRONG PEOPLE AND HURTS EVERYONE.
AND FOLKS, THIS IS NOT JUST MY HUMBLE OPINION! I AM ONLY SECONDING A SINCERE MOTION.

VOTE NO TO NAIS, AND IF YOU CANNOT VOTE, SPEAK OUT. IT IS YOUR FREEDOM THAT IS AT STAKE.
