There are only two labels that mean anything for recreational or patrol
helmets-- the US SEI certification that the helmet meets ASTM specifications
when manufactured and the British certification of the same for their
standards. In most states that require helmets as part of the Equine
Activity Liability Limitation Act US standards are mandated. Helmets
designed for specialty activities, such as bull riding, are not designed for
general use and do not protect adequately except in a very limited
circumstance. If you get federal funding you may need NIJ certifications but
that is unlikely.
Since one hit retires a helmet getting an inexpensive one that meets the
specs is a good investment. Most Troxel schooling helmets meet these
criteria, as do many others. The use of an expensive helmet for SAR (unless
the terrain calls for a higher level of protection) is a waste of resources.
