Depending on the patient's internal temperature warming without a
defibrillator present can be fatal. Warming where exposure to further
cooling is also ill advised. These rescuers were not equipped for evacuation
of the subject, treatment of the subject, or their own survival. This
appears to be a management failure bordering on negligence. Since this
occurred in a national park it must be determined who these rescuers were
dispatched or tasked by so this person can be educated to prevent this work
related injury in the future. This is not a "near miss" this was apparently
a hit with lost time involved. From a risk reduction point of view OSHA is
going to land on somebody and the corrective action plan should be easy to
read-- only send out properly equipped people.

Whoever managed(?) this job needs some education. A foot evacuation task is
a 6-8 person effort minimum and does not usually proceed at night in the
mountains so weather and overnight gear is also needed, raising the
requirement to around 10-12 trained people.

As to evacuating a injured person you can use manpower and a Stokes, a
wheel, an atv, a travois, or even an aircraft. It depends on the terrain and
the injuries.
