Another Question...90 miles takes me also to 2 other states...I am only about
30 min from Alabama and perhaps 1 hr from GA...can you cross state lines?

Counties have been mentioned here because in many states SAR is the
legal responsibility of each county sheriff's office. So, Terilynne,
the very first question for you to answer is who has responsibility
for SAR in Tennessee? That doesn't mean where are the SAR units,
it means who calls out SAR resources? The responsible entity often
is known as the agency having jurisdiction (AHJ). The AHJ or AHJs
in your local area will determine the "normal area of operation" for
SAR responders within their jurisdiction. That in turn determines
to some extent the size and boundaries of the area in which you can
expect to recruit members of your unit.
Tennessee Emergency Management Agency (http://www.tnema.org/, TEMA)
has defined three TEMA Regions within Tennessee, each of which has
a liason office in charge of coordination with local governments
and citizens. I would start by calling the relevant TEMA Regional
Office. But first read http://www.tnema.org/Regions/Default.htm .
TEMA has some SAR training (http://www.tnema.org/Training/SAR.htm)
but, apart from tracking and confined space entry, the training now
includes no field team skills. This reflects what appears to be a
general lack of organization of SAR resources in Tennessee. Most
SAR units in Tennesssee that have a web presence are specialty SAR
units that operate on a free-agent basis. Meaning they respond if
called directly, unlike in most states where units are called only
through their county sheriff's office or New Mexico, where units
are called only by persons authorized by the state to have a copy
of the state's SAR resource directory. Such persons are all Field
Coordinators and Logistics Section Chiefs. OK, back to Tennessee.
In Tennessee there are SAR specialty units in canine SAR, cave SAR,
dive SAR, etc., but I don't see much evidence of generic SAR nor of
SAR in county sheriff's offices.
The Tennessee SAR Dog Association has a conference coming up in

As I have said elsewhere, MSAR responders can learn a lot from
auditing canine SAR conferences.
