We have done night riding to test different glow sticks. The yellow give what appears to be a brighter light, but if memory serves me the research one member did suggested red was less interferring to the horses eyes, so far as readjusting to lights vs no light. So if there is a situation where the horse might be moved into/out of the light, red might be best.
 
We are a "volunteer group" for one or our State Parks.  Because we are fall under their jurisdicition we are covered by "workman's compensation" on any search or bonified training.  All I have to do to assure that coverage, is get the park manager (or his designee) approval for all searchs and trainings, that is never a problem, they like what we do, they rarely question any of the events we want to participate in, and have never prohibited any participation.  Likewise we would never participate in a search that was not organized by a police authority (such as park rangers, sheriff's dept or police dept).  Also because the park rangers are certified police officers, they are a member of our states mutual aid agreement, thus we can be and have been "loaned" to other agencies throughout the state for various searches.   We raise our own funds, they allow us to maintain our own bank account and spend our monies as we wish (always for the benefit of the team).  The state insurance likewise will cover damage a horse might do, i.e. bump into/kick a car and damage it; step on or kick a person.  So that leaves us with one area of concern, the welfare of our mounts, many of our members carry their own equine insurance.
