Hi Sue, In Illinois the requesting agency does not cover any requested team & or agency with insurance. I talked with a VFIS Insurance agent & he confirmed that. (VFIS is a company that covers emergency response agencies - i.e. Fire Departments & Rescue Squads, I am not sure about Law Enforcement). although if you fall at the PD or FD station you are covered, but you will not be in the field or going to & or from the mission or into or out of the field.
 
Also team coverage & vehicle coverage is separate from workers compensation insurance.

Regarding insurance, at the Illinois Horse Fair this past weekend, I learned that the "Horseman's Council of Illinois" offers $1,000,000 insurance policy as a member benefit.  Individual membership is $39/year.  You do not have to be an Illinois resident.  I wonder if it would apply while on a SAR activity?

Yes, but the devil is in the details.  The authority's insurance covers you for exactly what, and how much?
