I've never transplanted into straw mulch, only into plastic mulch; but maybe a tree planting bar? Mine looks like the one pictured in the first link, but isn't sharp; I think it could be ground to a sharp edge if needed, though. The one pictured in the second link comes to a point, but I don't know how sharp the point is.

The great advantage of these is you can stand up to make the holes -- and, unlike a long-handled bulb planter, if you're working in plastic mulch they don't punch out circles of plastic that then need to be picked up or blow all over.
