The mulch will also help hold moisture to assist in germination, just like
putting down straw to start a lawn.

Mulch! I'm in KY, too. Even if you're direct seeding, you can still
put a thin layer of mulch on the dirt to keep it from crusting. Ideally
we use fresh grass clippings, but straw and hay are also acceptable. If
you don't put it on too heavy, the seedlings will still find their way
through.
