We did us a waterwheel transplanter for a number of year's on bare dirt.  It will build up with dirt at the spikes because of the water being put in the hole.  Worked just OK being's it is designed to use with plastic mulch. It does have a hand valve to control the  water flow, different size wheels need different water flow.  We have a 6", 12", 18" and a 30" different wheels.  Going to try planting in heavy ground hay mulch this spring and may have to modify a wheel to make it work, or maybe put on down pressure springs.  Sorry just thinking out loud.
